An organization active in specialized youth care (with revenues of approximately €60m) faced three main challenges: declining revenues due to a decrease in the number of treated youths and tariff reductions, an excessive cost base caused by overcapacity and inefficiencies in personnel and housing, and the closure of a judicial youth facility.
